Advisory: Suspects Arrested in “Hot Prowl” Burglaries across 3 Counties, Accused of Stealing Half a Million in Cash & Valuables from over 25 Homes

Dear Robert Klomburg,

Investigators are seeking any possible additional victims of a “Hot Prowl” burglary crew. After a nine month long investigation into a residential burglary “crew” and nighttime “Hot Prowl” burglaries across 3 counties, three suspects have been arrested.  
 
Cash, jewelry and personal valuables worth nearly ½ million dollars, were stolen from over 25 homes.  The suspects often utilized rental cars and vehicles with “paper license plates.” These burglaries occurred in the Antelope Valley, the San Fernando Valley, and Ventura County.  
 
Several search and arrest warrants were served at three locations in the Antelope Valley on Friday morning, July 31st, 2020, by detectives from the Los Angeles County Sheriff’s Department’s (LASD), Major Crimes Bureau (MCB), Burglary-Robbery Task Force (BRTF), along with detectives from the Palmdale Sheriff’s Station and the Ventura County Auto Theft Task Force (VENCAT).
 
During this search operation, detectives arrested five adult suspects and recovered three illegally possessed firearms, one of which was equipped with a thirty round magazine.
 
Suspect Brooks Hall, male 20 years old of Palmdale, was booked on charges of multiple Residential Burglaries (459 PC) and illegal possession of a High Capacity Magazine (32310 PC).
 
Suspect Gerald Young, male 19 years old of Palmdale, was booked on charges of multiple Residential Burglaries (459 PC).
 
Suspect Clarence Steele Jr., male 19 years old of Palmdale, was booked on charges of multiple Residential Burglaries (459 PC).
 
These three suspects remain in custody pending a September appearance in the Antelope Valley Superior Court.  Two additional adult suspects, not believed to be involved in the burglary spree, were both arrested for being felons in illegal possession of firearms.  They were both booked into custody and those cases are currently on going.

The investigation and arrest of these suspects is an example of the ongoing cooperation and collaboration between the Los Angeles Sheriff’s Department Major Crimes Bureau and local LASD station detectives, along with other Southern California agencies, as all are committed to impacting the Southern California wide burglary, and violent crime trend.  The LASD Major Crimes BRTF works closely and consistently with most Southern California agencies in its mission to identify, investigate, and arrest organized burglary and robbery suspects.
 
The LASD MCB BRTF was formed over ten years ago to combat the ever increasing trend of organized crews who are committing daytime residential burglaries along with violent robbery crime trends.  The MCB BRTF works closely in support of all LASD station’s detective bureaus, as well as other Southern California law enforcement agencies.  Residents and business owners are reminded to secure their properties, be aware of suspicious and unusual persons or vehicles, and to alert their local law enforcement immediately if suspicious activity is observed.

2020 Altadena Summer Concert Series has been canceled

2020 Altadena Summer Concert Series Update

The 2020 Summer Concert Series in the beautiful Amphitheater at Farnsworth Park has been canceled.


Due to the ongoing Covid-19 Pandemic, it is now impossible to hold large group gatherings by order of our Governor.
We all hope this pandemic is over sooner than later and we hope we will be able to hold the 2021 Summer Concert Series.
We appreciate your understanding.

In the midst of national chaos, the Los Angeles County Board of Supervisors proclaimed the existence of a local emergency:  Civil unrest.  The effects of public calamity caused disaster and extreme peril to the safety of people and property.  Because of the dangers which often occur under cover of darkness and the difficulty to preserve public safety during these hours, a curfew was ordered, as allowed by Government Code Section 8634, and signed by Chair Supervisor Kathryn Barger.

At the direction of Sheriff Alex Villanueva, and until further notification, a county-wide curfew was imposed.  Effective as of 6:00 P.M., Sunday, May 31, 2020, until Monday, June 1, 2020 at 6:00 A.M., all incorporated and unincorporated areas of Los Angeles County shall adhere to staying off public streets, avenues, boulevards, places, walkways, alleys, parks or any public areas or unimproved private realty within Los Angeles County, between the hours of 6:00 P.M. and 6:00 A.M. the following day.  The county may renew, amend or extend this order, in accordance with California Government Code section 8634 and County Code section 2.68.150.

This order does not apply to peace officers, fire fighters, and National Guard or other military personnel deployed to the area, individuals traveling to and from work, people experiencing homelessness and without access to a viable shelter, and individuals seeking medical treatment.

In the event the county curfew is more stringent than a resident’s local curfew order, the county curfew will supersede it.  In other words, if a resident’s local curfew order is 8:00 P.M., the 6:00 P.M. county curfew supersedes it; if the local order is 4:00 P.M., the local order still stands.  

Any violation of the order is a misdemeanor, punishable by a fine not to exceed $1,000 or by imprisonment for a period not to exceed six months, or both, as provided by LACC section 2.68.320 or any applicable state or municipal law.

Altadena and Marina del Rey Sheriff's stations

Stopping the Unvetted and Abrupt Closures of Patrol Stations

The Los Angeles County Board of Supervisors (Board) unanimously voted to direct the Sheriff to immediately cease efforts to close the Altadena and Marina del Rey stations, as recently announced by the Sheriff’s Department (Department). These closures were announced without any independent vetting or validation by the County’s Chief Executive Office, or advance notice or input to impacted communities.

The motion by Supervisors Mark Ridley-Thomas and Kathryn Barger also directs the Sheriff, in consultation with the Chief Executive Officer (CEO) and Auditor-Controller, to identify appropriate budget curtailments that are properly vetted and will have limited impact on public safety.

The motion follows the Sheriff’s abrupt and unilateral announcement on May 4, 2020 of plans to close the Altadena and Marina Del Rey stations. Questions remain about how and why the station closures were selected and what cost savings may be achieved.

“These station closures were announced without any vetting or advance notice, validation of cost savings, or assessment of impact on public safety. As a result, our communities are rightly concerned – as is this Board,” Supervisor Mark Ridley-Thomas said. “The Sheriff’s Department must achieve the necessary cost savings and budget curtailments needed to address the Department’s deficit and the County’s revenue shortfall in a more transparent, collaborative and democratic way without jeopardizing service to our communities.”

“The public safety and security of our communities is critically important, now more than ever, given the public health crisis created by COVID-19,” said Supervisor Barger. “I am hopeful that through today’s Board action, the Sheriff will work with the County Chief Executive Office to identify more appropriate budget measures that will not impact our local communities, including Altadena, an unincorporated region that has relied on their Sheriff’s station for years. I remain committed to ensuring that the Sheriff’s Department maintains its core mission of public safety and meets the essential needs of residents and businesses throughout Los Angeles County.”

Since these announcements, a range of constituents and the Civilian Oversight Commission tasked with overseeing the Sheriff’s Department have expressed deep concern about the station closures and the negative impacts that they may have on community safety and service delivery.

“The loss of the Marina del Rey station would truly be a detriment to our community. This, not just for the policing and our public safety but also for the relationships we have worked to build over the years. We need our station and deputies in the close proximity to our community,” said Lorinee Jackson, lifetime resident of the unincorporated community View Park, located in the Second District. “Knowing we can count on the Marina del Rey station to be there for us when we need help completes our community.”

Well before the preparation of Fiscal Year (FY) 2020-21 budget curtailment scenarios that were necessitated by recent revenue shortfalls, the Department had been facing significant budget overruns primarily caused by overtime expenditures and under-realization of revenues. Over the past several months, the Board has taken steps to proactively address the Department’s overspending. The Department overspent its FY 2018-29 budget by $63.4 million and is currently projected to overspend its FY 2019-20 budget $89 million. In October, the Board asked the Department to work with the CEO and A-C to formulate a deficit mitigation plan. Additionally, in April, the Board requested a reduction of academy classes, intended to realize approximately $49 million in cost savings and substantially close the budget gap.

This motion seeks to avoid unnecessary and unanticipated negative impact to services and programs that enhance public safety as the Board works to finalize the County’s FY 2020-21 budget, as well as ensure that these decisions are made in a transparent, collaborative and democratic way.

12:20 AM – An attempt residential burglary occurred in the 2000 block of Minoru Drive.  Suspect(s) attempted to enter the residence by prying the door.  No entry.
3:30 PM – A batter occurred in the 2000 block of Galbreth Road.  Suspect has been identified.
4:00 PM – A grand theft from an unlocked vehicle occurred in the 1500 block of Valencia Avenue.  Stolen:  silver Swarovski sunglasses, gold Bvlgari sunglasses, gold RayBan sunglasses, gold titanium Warby Parker sunglasses, blue Origins grocery bag and currency.
4:10 PM – A domestic violence incident occurred in the 700 block of E. Sacramento Street.  Suspect was taken into custody.
Between 6:00 PM and 1:30 PM (Tuesday) – A vehicle burglary occurred in the 2200 block of Casitas Avenue.  Suspect(s) entered the vehicle by cutting the lock.  Stolen:  gardening tools.

4:00 PM – An assault with a deadly weapon occurred in the 2100 block of Grand Oaks Avenue.  Suspect has been identified.
Wednesday, April 22nd
4:40 PM – An assault with a deadly weapon occurred in the 2600 block of Fair Oaks Avenue.  Suspects were taken into custody. 
Between 9:50 PM and 10:00 PM – A petty theft occurred in the 2500 block of E. Washington Boulevard.  Stolen:  red and black Minnie Mouse purse, burgundy LG cellphone and currency.

3:05 PM – A grand theft occurred in the 2500 block of El Sol Avenue.  The victim placed an ad on “Offer UP” and was contacted by the suspect.  Stolen:  ring.
5:45 PM – A petty theft from a vehicle occurred in the 900 block E. Mariposa Street.  Stolen:  vehicle emblems.

5:40 PM – Lesly Brisco, 52 years old of Los Angeles was arrested in the 2200 block of N. Lake Avenue for commercial burglary.
6:30 PM – Nicholas Fairchild, 18 years old of Pasadena was arrested in the area of Lincoln Avenue and Stonehurst Drive for furnishing marijuana to a minor.
6:37 PM – Gery Gray, 43 years old of Altadena was arrested in the 200 block of Crosby Street for possession of a controlled substance.
Wednesday, April 1st
4:37 PM – Caitlyn Greorich, 25 years old of Pasadena and Corey Poytner, 32 years old of Azusa were arrested in the area of Washington Boulevard and Pepper Drive for possession of drug paraphernalia.
Friday, April 3rd
6:30 AM – A domestic battery occurred in the area of Tola Avenue and Ventura Street.   Suspect has been identified.
6:55 PM – A vehicle vandalism occurred in the 1700 block of Atchison Street.  Vehicle damage:  slashed tires.

The Fraud & Cyber Crimes Bureau, Emerging Cyber Trends Team (ECTT) has seen an UPTICK in fake emails, texts and phishing scams related to the COVID-19 emergency.

Criminals use fake emails or texts to get you to share valuable personal information, such as: account numbers, Social Security numbers, or your login IDs and passwords.

DO NOT CLICK ON UNKNOWN LINKS, EITHER FROM YOUR CELL PHONE OR YOUR COMPUTER; INSTEAD, GO TO TRUSTED WEBSITES BY TYPING IN THE URL YOURSELF

In light of the recent increase in online scams and hacking attempts related to the COVID-19 pandemic, the Fraud and Cyber Crimes Bureau (FCCB) - Emerging Cyber Trends Team (ECTT) is publishing this bulletin for your situational awareness. 

OVERVIEW:

·Criminals use phishing emails to get access to your computer or network. These phishing emails often appear to be from familiar company names or pretend to be someone you know.  If you click on a link, scammers/attackers can install ransomware or other programs that can lock you out of your data.
        
Protect your computer and electronic devices by:
  1. Keeping your software up to date and by using security software
  2. Your cell phone should be set to update software automatically
  3. Your accounts should have multi-factor authentication
  4. Your data should be regularly backed up, and the backup should be taken offline
COMMON TACTICS:

1. Fake charities: When a major health event like the Coronavirus happens, you might be looking for ways to help.  Some scammers use names that sound a lot like the names of real charities. This is one reason it pays to do some research before giving. When you give, pay safely by credit card never by gift card or wire transfer.

The FBI has also released the below information related to cyber enabled crimes related to the COVID-19 emergency.

2. Fake CDC Emails: Watch out for emails claiming to be from the Centers for Disease Control and Prevention (CDC) or other organizations claiming to offer information on the virus. Do not click links or open attachments you do not recognize.

3. Phishing Emails. Look out for phishing emails asking you to verify your personal information in order to receive an economic stimulus check from the government. While talk of economic stimulus checks has been in the news cycle, government agencies are not sending unsolicited emails seeking your private information in order to send you money.

4. Counterfeit Treatments or Equipment. Be cautious of anyone selling products that claim to prevent, treat, diagnose, or cure COVID-19. Be alert to counterfeit products such as sanitizing products and Personal Protective Equipment (PPE), including N95 respirator asks, goggles, full face shields, protective gowns, and gloves. More information on unapproved or counterfeit PPE can be found at www.cdc.gov/niosh.”

The following tips are the FBI's recommendations for good cyber hygiene and security measures.  By remembering these tips, you can protect yourself and help stop criminal activity:

·Do not open attachments or click links within emails from senders you don't recognize.

·Do not provide your username, password, date of birth, social security number, financial data, or other personal information in response to an email or robocall.

·Always verify the web address of legitimate websites and manually type them into your browser.

·Check for misspellings or wrong domains within a link (for example, an address that should end in a ".gov" ends in .com" instead).”
