Sheriff McDonnell Announces Hundreds of Arrests Made and Dozens Rescued by California Law Enforcement and the
Los Angeles Regional Human Trafficking Task Force
During ‘Operation Reclaim and Rebuild’
 
In conjunction with Human Trafficking Awareness Month, Sheriff Jim McDonnell announced details and results from the third annual ‘Operation Reclaim and Rebuild’ enforcement operation, conducted by the Los Angeles Regional Human Trafficking Task Force and more than 30 participating federal state and local law enforcement agencies, and task forces from across California.  The three-day, statewide effort aimed at combatting human trafficking took place between Thursday, January 26, and Saturday, January 28, 2017, was conducted in various mediums and met with positive results.

The press conference was held Tuesday, January 31, 2017, at the iconic Hall of Justice in downtown Los Angeles.  Sheriff McDonnell was joined by District Attorney Jackie Lacey, Los Angeles District Attorney’s Office; Deputy Chief Justin Eisenberg, Chief of Detectives, Los Angeles Police Department; Special Agent In Charge Joseph Macias, Homeland Security Investigations Los Angeles; Executive Director Kay Buck, Coalition to Abolish Slavery and Trafficking (CAST); Human Trafficking Bureau Captain Chris Marks, Los Angeles County Sheriff’s Department; representatives from 15 the 30 participating federal, state and local law enforcement agencies; and representatives from public and private service providers.

Operation Reclaim and Rebuild focused on rescuing victims of sexual slavery and human trafficking, providing victims with much-needed services, identifying and arresting their captors, seeking successful prosecutions, and disrupting the demand for vulnerable victims by targeting their customers.  Police agencies and other trafficking task forces throughout our state joined in the enforcement operation to send the clear message that California law enforcement shares a unified mandate:   Human trafficking must not be tolerated in our state!

In preparation for the event, an operational planning meeting took place in Los Angeles, with over 120 federal, state and municipal law enforcement detectives from all over California in attendance.  Investigators focused enforcement operations wherever the trafficking of human beings took place, from confronting the reality of sidewalk prostitution by conducting “john” stings, to challenging the virtual reality of the cyber world where traffickers believe they can operate anonymously using the internet.  The internet has furnished a vast variety of opportunities for traffickers, but with the experience of specially-trained cyber detectives who posed as vulnerable teenagers and interacted with suspects on social media, traffickers and customers who were anxious to exploit found their plans foiled.

Minors encountered during enforcement efforts were cared for by personnel from various Department of Children and Family Services Agencies in each county.  In Los Angeles County, the Coalition to Abolish Slavery and Trafficking (CAST) and Saving Innocence (SI) coordinated the emergency services response for victim care and collaborated with similar, non-governmental victim service organizations throughout the state.

Operation Reclaim and Rebuild was widely successful in its endeavor with 28 commercially, sexually-exploited children and 27 adult victims being recovered; 142 males arrested for the charge of Solicitation; and 36 males arrested for pimping.  In total, 474 arrests were made.

As Sheriff McDonnell relayed the mission, efforts and results of Operation Reclaim and Rebuild, he pointedly addressed the traffickers and johns who conduct their illegal business in Los Angeles County and the state of California, and reminded them of the gravity of their crimes and the prosecution to accompany their actions when discovered.  Next, the Sheriff directly addressed the victims, “You are worthy of more.  And we will work tirelessly with our partners…to provide you services and help you rebuild your life.”

“It is our job in law enforcement to protect children – all children – especially those who have fallen prey to adults who seek to profit from their bodies,” Los Angeles County District Attorney Jackie Lacey said.  “We will not tolerate the sexual exploitation of children by anyone, not the sex traffickers and not the people who pay to sexually assault them.”
Homeland Security Investigations Special Agent in Charge Joseph Macias also spoke at the event said, “Our goal in this unprecedented collaborative enforcement effort was two-fold.”

“First, to provide vital services to any sex trafficking victims we encountered, so they can begin to reclaim and rebuild their lives,” he said.  “Second, to start the process to reclaim and rebuild the neighborhoods that have been degraded by organized prostitution schemes which not only exploit the vulnerable, but also often draw other criminal enterprises into the area.”

Yesterday at approximately 4:10pm Los Angeles County Sheriff's Department was called to the 1800 block of E. Midwick Dr., in Altadena. The deputies were called to investigate a person heard screaming, and when they arrived they saw a male adult badly burned and flames coming from the rear of a house.
Los Angeles County Fire Department was called immediately to extinguish the fire and treat the victim. Deputies discovered a large number of containers and equipment they recognized as a manufacturing laboratory. Several windows of the house were blown out possibly from an explosion.
The laboratory appeared to be used in the extraction of THC from marijuana. Typically the processes uses highly flammable liquids.
LA County hazardous materials teams, narcotics detectives, along with the Department of Justice investigated and decontaminated the area.
The male adult was was transported to a local hospital for severe burns to approximately 40% of his body. The decontamination of the scene finished at 6:00AM this morning. This is an ongoing investigation, the male adult has been identified and may be facing several charges.

Advisory: Sheriff Jim McDonnell Welcomes the Civilian Oversight Commission - Another Bridge to the Communities We Serve
 
As Sheriff, I was an early and vocal supporter of a Civilian Oversight Commission for the Los Angeles County Sheriff’s Department.  I firmly believe we need and want another bridge to the communities we serve.

The Civilian Oversight Commission will allow the people of L.A. County to participate in the process as we seek resolution to some of the most challenging criminal justice issues of our time.

This includes those who feel wronged or violated by law enforcement. But this also includes those whose lives have been saved by the Los Angeles County Sheriff’s Department.

Our Department is very large and the responsibilities are extremely diverse. Our deputies made contact with more than two million people last year and responded to thousands of calls for service.

Members of the Civilian Oversight Commission are key advisors and will bring much needed, and welcomed, outside expertise and points of view. The public’s trust in the LASD will be stronger and more effective and our Department will be viewed with greater trust with the additional layer of accountability from this Commission.

I am confident, ours can be a partnership that becomes a national model that shows citizens and the police can put party politics and special interests aside and roll-up their sleeves, speak with respect and get the job done.

While police use of force is part of the national dialogue, so should be the need for local, state and federal resources to deal with the prevalence of mental illness and drug addiction that impact the safety of our community and our officers.

While police accountability is questioned by some, we have the opportunity to be the national model of transparency with the layers of accountability our department has implemented.
 
Those layers begin with recruiting, hiring, training, supervision, management, our systems, policies and procedures, our Audit & Accountability Bureau, our Constitutional Policing Advisors, our Executive Leadership Team, the Office of the Inspector General and now the Civilian Oversight Commission.  It is all about leadership and working hard to be the very best that we can be every day.

I ask you share community concerns with us freely.  When we are wrong, we will own it, acknowledge it and fix it, but when we perform our duties in a manner that demonstrates the courage, compassion and commitment the overwhelming majority of our people do every day, I ask you acknowledge that as well.

When you see we are struggling for appropriate resources in order to accomplish our goals by providing the best possible service for the communities we are privileged to serve, we ask you advocate for us as well.  We need your help and welcome your partnership.

I also understand the credibility of our work together requires a high level of independence for both the Commission and the LASD.

As Sheriff, I have a responsibility to the voters of a county of 10 million people and I intend fulfill that responsibility.  My job is to provide leadership to an exceptional organization of men and women who believe in our mission of constitutional policing and risk their lives in furtherance of that mission.  I have set the bar high and hold all of our employees to a very high standard.  I am accountable to the over 10 million residents of Los Angeles County for the conduct and performance of the LASD and I take that responsibility very seriously.

However, having your insight and expertise will be invaluable.
You will provide the perspectives that are representative of all the diverse communities of Los Angeles County.

Having strong points of view and a candid relationship built upon respect is good.  It is healthy.

Being heard, being respectful and moving forward is a good way to start this journey together.  We have the opportunity to set the tone and agenda that will truly define 21st century constitutional policing.

We can embody the kind of professionalism to focus on getting things done, but doing so in the best interests of 10 million Los Angeles residents, and not the self-interests of one or a few.

We already work with independent oversight.  The LASD has accomplished a lot of good work with the Office of the Inspector General with whom we have a strong and open working relationship.

I look forward to working with an exceptional group of professionals who make-up the Civilian Oversight Commission.

Tuesday, January 17th

10:00 PM – A vehicle was reported stolen from the 2100 block of Lincoln Avenue. Vehicle described as a green 1996 Honda Accord 4 door.

Wednesday, January 18th

9:00 AM – A package theft occurred in the 1700 block of N. Holliston Avenue. Stolen: snake plant pot, poly tarp and a bamboo tray.
6:00 PM – A residential burglary occurred in the 3200 Rubio Canyon Road. Suspect(s) entered the residence by shattering the sliding door. Stolen: gold bracelet.

Thursday, January 19th

12:30 AM – An assault with a deadly weapon occurred in the 50 block of W. Pine Street. Suspect has been identified as a friend of the victim.
11:50 AM – A vehicle burglary occurred in the 2100 block of Midlothian Drive. Suspect(s) entered the vehicle by shattering the window. Stolen: black purse and brown jacket.
12:45 PM – A residential burglary occurred in the 1400 block of Crest Drive. Suspect(s) entered the residence by shattering a window. Stolen: unknown.
1:30 PM – A vehicle was reported stolen from the 2100 block of Lincoln Avenue. Vehicle described as a black 1999 Honda Civic 2 door.
10:15 PM – A petty theft occurred in the 2000 block of Garfield Avenue. Stolen: blue trike.

Friday, January 20th

4:43 AM – A robbery occurred in the 1800 block of N. Lake Avenue. Suspect described as a male Black, 20 – 21 years old, slim build, 5 feet 9 inches, shaved head and brown eyes. Victim sustained minor injuries. Stolen: lighter.
4:39 PM – A package theft occurred in the 500 block of Calaveras Street. Stolen: bar soap.
6:30 PM – A robbery occurred in the 2200 block of Lincoln Avenue. Suspect described as a male Black, 20 years old, 6 feet, 225 pounds. Suspect entered the location armed with a handgun and demanded the victim to open the register. Fearing for his safety, the victim opened the register and handed over the money. Stolen: currency.

2017 SCS in Farnsworth Park is underway

Yes, the 2017 Summer Concert Series (SCS) is upon us! We are working hard to raise the money we need to produce the 21st year of the SCS. Since Altadena is unincorporated, we don't have a City Hall to help fund us. We are the only unincorporated community in the San Gabriel Valley that produces a SCS that is self funding. We need to have corporate sponsors and individuals who will help support us.
 
The SCS costs about $19,000.00 each year. That includes professional sound and lighting and the artist fees. Not bad for nine concerts, about $2,111.00 per concert.
 
We will have a few returning acts. We try every year to give the greatest cross section of artists, something for everyone!
 
One of the acts we are considering is the Saline Fiddler Philharmonic, they could open our concert series on July 8th. Here is a link to their performance:

Community: Stolen Car Recovered, Driver Arrested.
 
Early this morning at approximately 2:10 a.m. Deputies from Altadena Sheriff’s Station were patrolling central Altadena when they saw a small small dark compact vehicle. The vehicle was traveling in the area of Washington Boulevard and Catalina Avenue in the city of Pasadena, the license plate was ran on the computer and the vehicle had a lost/stolen license plate return. Deputies attempted to conduct a traffic stop by turing on their red and blue lights.

The driver and sole occupant in the vehicle quickly turned southbound on Catalina Avenue, jumped out of the car and ran away. Deputies quickly asked units to join and help look for the suspect, they also asked for assistance from LASD Canine Units, along with a helicopter. Announcements were made in the neighborhood for the suspect to stop hiding and surrender himself, however he refused. Several hours later, the suspect, a 40 year old male from Pasadena was taken into custody. He was later transported to the Crescenta Valley Sheriff’s Station and booked for 10851(a) CVC – Taking a Vehicle Without the Owner’s Consent.

We commend Deputy Scarbrough and Deputy Portilla for keeping a watchful eye out on in the wee hours of the night.

Advisory: LA COUNTY SHERIFF’S DEPARTMENT STATEMENT PERTAINING TO THE 2017 PRESIDENTIAL INAUGURATION – January 18, 2017
 
 With the interest being generated by the 2017 Presidential Inauguration, the Los Angeles County Sheriff’s Department has committed resources to ensuring a state of readiness and preparedness.  Although we anticipate many will express their views and opinions of the democratic process, we DO NOT have any specific or credible information indicating that any areas of Los Angeles County will substantially affected or disrupted.  The LASD supports the public’s First Amendment rights of free speech and the right to peacefully assemble.  Out of respect for the rights and freedoms of all our residents, our deputies are also prepared to enforce all laws and ordinances that provide for our public safety.  The damaging of property and crimes against persons are violations of the law that will be strictly enforced by the Los Angeles County Sheriff’s Department.

The Department’s Emergency Operations Bureau has established an incident command for the purposes of actively managing the events surrounding the inauguration, monitoring Los Angeles County, and coordinating any needed resources or response, should they become necessary.  The operational period will run throughout the Presidential Inauguration process.  Out of an abundance of caution, we have enhanced our uniformed presence for some areas of Los Angeles County and have tactical units at the ready to prevent and respond to any circumstances.  All deputies are maintaining a heightened state of situational awareness and remain vigilant in the protection and peace of our communities.

The Los Angeles County Sheriff’s Department employs thousands of uniformed deputy sheriffs who are on-duty 24-hours a day, seven days a week, patrolling and protecting the many diverse and varying communities we serve throughout Los Angeles County.  We ask the public to remain vigilant and report any information about potential incidents to their local law enforcement.  If you prefer to provide information anonymously, you may call “Crime Stoppers” by dialing (800) 222-TIPS (8477), or use your smartphone by downloading the “P3 Tips” Mobile APP or “P3 Mobile” for the hearing impaired on Google play or the App Store, or by using the website http://lacrimestoppers.org/.  If you see something of an emergency nature, please call 9-1-1
